Message to NLOs on CPN submission

You are kindly reminded that the deadline for submission of the CPN (overview + project concepts) is 31 July 2010.
We are happy to know that since March you have been working on the preparation of the CPN using Word templates.
As of 24 July 2010 you will be able to enter data on-line, copying and pasting from your Word document.
Please be aware that only complete CPNs (overview + project concepts) will be taken into consideration and that the PCMF IT platform will be closed for CPN submission on 31 July 2010.

Country Programme Note (CPN)

Every National Liaison Officer (NLO) is requested to start consultations on project concepts leading to the preparation of a single Country Programme Note (CPN). The CPN consists of the cover document with the NLO’s overview of the proposed country programme, and the individual national project concepts.

The CPN can be drafted in advance using the MS Word templates. Once the PCMF IT platform is opened for data entry by 24 July 2010, the NLO will be able to enter the Country Programme Note directly into the PCMF IT platform.

The NLO prioritizes the national project concepts as part of the CPN, bearing in mind the limit of eight for the total number of active national projects at any point in time. The complete CPN, containing a limited number of project concepts, should be submitted at the earliest convenience and not later than 31 July 2010.

Regional/Cooperative Agreement Programme Note

The Chair of each Regional/Cooperative Agreement is requested to start consultations with the Regional/Cooperative Agreement National Coordinators on project concepts leading to the preparation of a single Regional/Cooperative Agreement Programme Note. The Regional/Cooperative Agreement Programme Note consists of the cover document with the Agreement Chair’s overview of the proposed Regional/Cooperative Agreement programme, and the individual regional project concepts, prioritized.

The Regional/Cooperative Agreement Programme Note can be drafted in advance using the MS Word templates. Once the PCMF IT platform is opened for data entry by 24 July 2010, the Chair of each Regional/Cooperative Agreement will be able to enter the Regional/Cooperative Agreement Programme Note directly into the PCMF IT platform. The complete Regional/Cooperative Agreement Programme Note should be submitted at the earliest convenience and not later than 30 September 2010.

Regional Programme Note (RPN)

Regional Programme Notes are prepared by the responsible Regional Directors in the Department of Technical Cooperation and include concepts submitted under a Regional Cooperative Agreement as well as non-Agreement regional project concepts.

Interregional Programme Note (IPN)

The Interregional Programme Note contains an overview of the proposed interregional programme and the interregional project concepts. Interregional project concepts proposed by groups of Member States are to be sent to the Director of the Division of Planning and Coordination by 30 September 2010.

PCMF Periodic Reporting

Periodic Reporting: What Is It?

  • The periodic reporting module has been introduced to PCMF as a means to monitor the progress on both outputs and outcomes of active TC projects against LFM.
  • The module provides a means to capture feedback, emerging issues and recommendations about a project.
  • This can be used to adjust the plan and implementation of the project.
  • The process can also be seen as a self-assessment of the project's progress from the counterpart perspective.
  • In addition the repository of periodic reports’ provides a knowledge base of information about project implementation that can be used to highlight successful experiences.

Frequency of Reporting

The MSs are required to monitor the project progress and submit report in accordance with the following timeframe:

  • National Projects - bi-annually
  • Regional and Interregional Projects - annually

About PCMF

The revised TC programme cycle management framework (PCMF) is based on a flexible methodology, which emphasizes IAEA Member States' prioritization and ownership of the project, and relies on current best practices, user-friendly IT web-based systems and the principle of teamwork. The approach enables the Member State to take responsibility for the formulation and execution of its programme, while allowing stakeholders in the Secretariat to support the process and to collaborate in a transparent manner. It is linked to the Country Programme Frameworks through the identification of project concepts, which are then developed into projects, based upon assessed needs of Member States and joint appraisals in the field. More specifically, this improved approach:
  • Focuses more on need assessment and problem analysis supported by the Agency.
  • Reduces the time and effort spent by the Agency on project formulation and budget allocation of TC programme by streamlining, as well as making more efficient and transparent the selection, appraisal and approval processes, while enhancing the project quality.
  • Increases the participation and teamwork of all stakeholders from the outset.
The IT system is being developed in a phased manner, i.e. the portal with full functionality will not be available from day one, however, as the various components are deployed, they will contribute to the overall functioning of the application.
